Pour ceux qui se demandent si un gouvernement oserait vraiment avoir recours à des attaques terroristes afin de promouvoir ses propres intérêts, il y a apparemment plusieurs opérations qui le confirment dont, entre autres, l'Opération Northwoods de 1962 qui ne fut jamais exécutée et resta à l'état de plan. Le but était apparemment de faire passer ces attaques sur le dos de Cuba afin de justifier l'invasion de l'île.
